Abstract

 

          The objectives of this research were to 1) investigate into generality of school management of a bilingual school or integrated management model by using English (EISP) as the medium, 2) to create an integrated management model by using English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) and 3) to try and assess the effectiveness of an integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram). By applying the research and development process with the target groups of research, the target groups could thus be divided into forty-two teachers and two hundred and fifty-eight students of primary education classes (grade 1-6) at Rayong Municipal Demonstration School (Wat Trirattanaram) of academic year 2015. Data collection tools included: 1) an interview for teachers’ opinions on the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram), 2) an interview for parents’ opinions on the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram), 3) an interview for students’ opinions on the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) 4) an assessment of teachers’ satisfaction on the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) 5) an assessment of parents’ satisfaction on the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) 6) an assessment of students’ satisfaction on the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) and 7) students’ learning achievement as

a result of the integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram). The statistics used for data analysis included mean, standard deviation and t-test (Dependent Sample).

The results showed that:

     1. Study results on generality of school management of the bilingual school or

integrated management model by using English (EISP) as the effective medium deriving from related studies in relation to management model of the bilingual schools at a primary education level in Thailand, management of the bilingual schools, concepts related to quality assessment criteria of the bilingual schools that used English as the medium, scopes of school management in accordance with their management workloads and studies on generality of school management of the school with bilingual systems which was Rajabhat Suan Sunantha Demonstration School where the researcher had based the study on. It was found that the strength of an English management course included 1) the policy was clear, 2) the management structure was well-organized, 3) the teachers were competent with the courses offered, 4) the teaching and learning media were diverse and sufficient for demand 5) the place and atmosphere were conducive and 6) the cooperation was given by all parties involved.

          2. Regarding creation of an integrated management model by using English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) and the studies of related documents and research and the study visits made at the schools with bilingual system management, the researcher had synthesized and drafted a model for school management which comprised 7 elements, 33 indicators and 49 projects as follows: 1) academic, 2) student affairs, 3) accounting and procurement, 4) personnel, 5) places and buildings, 6) public relations and 7) policy, vision and strategy.

          3. Regarding the trial and assessment on the effectiveness of an integrated management model that used English (EISP) as the medium at Rayong Municipal Demonstration School (Wat Trirattanaram) and the pretest-posttest conducted before and after the workshop had shown that the average score after the workshop was higher at a statistical significant level of .05. The results on the compliance of elements, indicators and projects revealed that opinions of the 5 experts towards the project that drove the school management model that used English as the medium, by overall, were at an average of 4.71 with standard deviation of 0:39.  Interviews made with teachers and parents had also revealed that the actual role in teaching performance was similar to that of the traditional ones but with something different from the ordinary schools where their instructions were totally made in Thai. In general, in terms of using English as medium of instruction in the classrooms, learning and teaching management and communicating with foreign teachers for their understanding of curriculum, teaching and culture of Thailand, the Thai teachers should improve themselves more. Regarding the parents’ opinions, the reason why they sent their children to attend the school was because the school had organized its instruction in English. Besides, the ability in using foreign languages of students was also crucial for their future. Parents had participated in school activities almost every time. They kept track of their children’s learning progress from the school newsletters, various online media and the meetings that were co-organized by both parents and the school. Regarding the students’ opinions, they were glad to attend this school with chance to study and speak English with foreign teachers. Moreover, not only an opportunity for more English learning but also the confidence that they could gain more from speaking with foreigner teachers. Regarding the satisfaction of teachers, parents and students on the integrated management model that used English (EISP) as the medium, by overall, their satisfactions were found to be at the highest level.
